Since the appearance of the new telecommunications law in Algeria, approval has been shared between two state entities, namely:
§ Post and Electronic Communications Regulatory Authority (ARPCE)
§ National Frequency Agency (ANF)
According to this new law, ARPCE is responsible for approving all equipment that has interfaces (RF or wired) allowing direct or indirect connection to a network open to the public,
The ANF, in addition, is responsible for approving all radio equipment that connects only in a private network.
For wired equipment that does not connect, directly or indirectly, to a network open to the public, ARPCE issues a document of non-submission to approval (NoC).
Below are examples of equipment subject to approval:
ARPCE
§ Cellular equipment (2G, 3G, 4G, 5G,… etc),
§ WiFi equipment (access points, repeater, USB key, card, etc.),
§ Analog, digital, IP phones
§ Electronic payment terminals
§ PBX
§ Analog, digital, IP, GSM gateways, etc.
§ GMPCS terminals
§ VSAT equipment
§ geolocation equipment / beacons with cellular interface
§ xDSL Modem, Optical Modem
§ Fax machine, fax printer
ANF
RFID equipment
Bluetooth equipment
Note that if a device has multiple interfaces involving both ARPCE and ANF, only ARPCE will approve the equipment and a single certificate is sufficient.
Example: WiFi / Bluetooth equipment is approved by ARPCE.
